Attached is a Blend file and a screen shot showing a cube that has Vector Blur applied to it.
Circled in yellow at the top and bottom of the cube are what seem like artifacts on the Vector Blurred cube.
If this is normal, that apologies in advance.
I rendered this with the Blender 2.52 svn number 29273 on Linux Fedora 13.

It's not nice, but I think for the time being it could be considered a 'known limitation'... Raising vector blur samples and using FSA may help a little bit here.

This is exactly as how it was implemented. The vector blur code tries to separate moving areas from non-moving ones, and creates a mask for that. In a case like this you should really consider to render moving objects in a separate render layer, thus creating the optimal vector blur results.
