Thumbnails are stored in user profile, not application data

Description

Blender is coded to store blend file thumbnails into Username\.thumbnails by default. This is not the correct behavior for Windows, and is only seen on Linux. I have attached a patch that changes this directory to the roaming appdata directory on Windows. I have tested it, and have found no issues.

Hi Caleb,

This is actually intended behaviour, Blender is sharing the thumbnail folder with The Gimp, so those thumbnails aren't stored yet again. See also the comment in the code that I put in there ;) Should The Gimp change the location in the future, I will of course align the Blender code with this, but for the moment I prefer to leave this as is.

I've opened https://bugzilla.gnome.org/show_bug.cgi?id=634666 on the GIMP bugtracker, hopefully it gets changed.
