This looks a lot like graphics driver problem, Please add info on graphics card and drivers.
Yes, typical opengl failure. Doesn't make the issue less problematic though. It has been reported before.
Thomas: give info about your hardware. Our bug report guidelines state this clearly.
I would like to know if Windows has a startup option to disable "live updates" while scaling, and show rubber band or so instead... Andrea, you know?
On Windows XP, yes there is an option to disable drawing of resized window until the user has finished resizing. But on Vista and 7, due to the GPU accelerated window manager, no :(
I am using a Samsung SyncMaster732n screen

Hi Thomas,
Thanks for the info. For as now we can't reproduce this error, but unfortunately most developers use reasonable to good quality graphics cards. When I complained at ATI about Radeon they said "We don't recommend this card for 3D creation or CAD applications, we have the FireGL series for that". On Autodesk sites you can find a similar advice.
It doesn't take away that we don't want to fix it, but we're powerless here now. All I can advice is to check regular for driver upgrades at ATI website. Other reporters with issues here said an upgrade helped a lot.
(Moved to opengl issue tracker)
I checked everythin and I think I found the problem: I modified the python 3.1 files that help blender run. It dies when I shrink it because the access has been partially cut
