[!] key doesn't work on french keyboard with windows XP-Seven

Description

On french "azerty" keyboard, the "!" char is in place of the key "/?" on the english keyboard (right-down). When you edit a file or a value, this key doesn't work with Windows XP - 7. But it works well with Linux.

Do you create the ! using AltGr as well?

No, ! is created without Shift, Ctrl or AltGr key.
When I press !, Windows beeps.

Hmm, I wonder how I am supposed to reproduce this so I can potentially fix it.

Ok, I can change key layout to french keyboard. No ! added while pressing it, but no beep either.

I've just tried it. No more beep...

Ok, I looked deeper into the problem: when I use azerty, I get for that key the virtual keycode VK_OEM_8. Blender doesn't handle VK_OEM* keycodes, so this still needs to be added.

I need to think this a bit over how to support this in a nice way, so we can easily extend for other similar situations. Also, this brings up the question whether we want to support this kind of key events as well, maybe for keyboards with many extra buttons on them.
