1 - Star Blender with the default scene
2 - keep it in the window mode
3 - open the user preferences or a new window by pressing Shift and dragging from a grid in the corner
4 - All interface icons disappears
If Full Screen is toogle on they show up again

There used to be a bug with textures (icons and text) getting garbled upon closing the first Blender window, but this was fixed several weeks ago. This might be related somehow, but I am unable to reproduce this with neither the official 2.56a release, nor with current trunk.

This is most likely an intel chipset issue too. Intel on-board graphics is infamous for bad opengl support. Or maybe its old drivers? XP is quite old too...
Be assured that this works ok on other windows configurations, with ati or nvidia cards especially. We need a developer with a similar configuration to check if a bypass is possible, but that's quite unlikely for the time being...
