1. Set to Maya presets.
2. Save as defaults.
3. All works.
4. Open new file or create new or close and reopen Blender.
5. Rotate the view using Left Mouse and Alt-Key. ( Since default is in Object Mode. ) It should work just fine.
6. Click TAB to edit components on Cube.
7. Rotate the view using Left Mouse and Alt-Key. Doesn't work anymore.
8. Click TAB to go back to object mode.
9. Rotate view works again.
In the key config, some directories such as "3D View" or "Graph Editor" have subdirectories (Object mode, Mesh, etc). The "Save as default" button saves the first level of a key configuration only.

P.S. The "Other (not another, excuse my English) key configs" is python files with presets that one loads by clicking on "Import key configuration" button.

The Maya keymap feature has been added too soon.
Our keymap load/save code still is under revision and WIP. It's an active item on our todo list, and a target for the 2.5 series to solve well.
