The same image is in the Composite Nodes, and are UV / Image Editor, Composite Nodes are yet to see some fleas, white noise?

The white 'noise' is in the original jpeg too.
The issue is that you use a texture node in compositor showing an image??? Just use a Image node for that.
The texture goes via the render pipeline, and it makes the end result colormanaged. (disable colormanagement if you dont want it).
Problem is that the compositor was designed to work with render output mostly, which is in linear color always. In the end this linear color gets gamma mapped then for display.
