The plus sign on the left hand side behind the toolbar is below its actual position. Simply press T to see what I mean.

The little plus sign on the left is off its position.

That's on our todo list in wiki to handle. The code that positions these icons is temporarily, we seek a better way to visualize hidden regions in the UI.
