when the window height of the blender window is smaller than the size of a popup menu, then 2 issues happen:

1.) The menu is drawn over the entire blender window from top down to bottom. It also hides the button which i just have clicked to popup the menu.
2.) The menu is drawn from top to bottom. Everything that does not fit on the page gets inaccessible.

I attached an example screenshot.

The problem shows up in 2 situations:

1.) When the user's screen is too small.
2.) When i create a video tutorial where i have to reduce the window size to e.g. 1280*720

Possible solutions:

1.) Reorganize the Popup Menus so that they do not get too high (or too wide)
2.) Allow at least vertical scrolling of popup menus
