interface and 3D view lagging behind actions

Description

When performing any action (opening a menu with the keyboard OR mouse, selecting objects in the 3D view, changing the view angle and zoom etc) the the blender interface doesn't update until the next action.

For example, if I click somewhere in the 3D View to place the cursor, nothing seems to happen. I click again somewhere else and the cursor appears in the first place I tried to put it. If I then zoom the view in once, the cursor moves to the second place I clicked (and the view does not zoom in)

So the interface always seems to be 1 step behind what I do.

My environment is:
Blender version: Blender 2.57.1 (64 bit)
OS: Windows 7 Ultimate 64 bit
CPU: Intel i5
GFX: Intel HD graphics (integrated)

I tried changing the 'window draw method', but none of the options fixed this bug.

Well, the Intel GPUs are still not very mature ones. ;-) Especially when it comes to OpenGL.
Assigning to Sergey for investigation though.

But still, as written on http://www.blender.org/features-gallery/requirements/ we can't officially support Intel GFX cards.

I discovered something very strange.
If I plug in a secondary monitor (I'm using a lenovo x201 laptop) and put the blendor window onto the secondary monitor the problem disappears!
Dragging the window back to primary brings the problem back, and dragging onto the secondary consistently fixes it.
Hopefully this can give you some kind of clue as to what is wrong?

As a follow-up and a confirmation of Neil's issues, I am running similar hardware and software, and obtaining the exact same results. Additionally, wiping Windows and installing Ubuntu completely resolved it.

I just experienced the exact same problem!
As I am a Dual-Monitor-User I thought, okay, just put it on the other screen... But, then it's really laggy (like 5-10 FPS), even though it's an pretty good computer I have!

It's really pity I can't use blender now... Though I have in mind getting Linux installed and buying an AMD Graphics card, I will have to wait until then... and this even though I think Blender really is a cool Program!

I enable Aero Theme in Windows 7 and the problem disappear

Mak's solution worked for me (i.e. enable Aero theme).
