Blender r37702 (2.58.0), noticed also in 2.57b
1. Open Blender with default Blender file.
2. Switch the bottom editor from Timeline to 3D View
3. press T, to open the Toolbar there
Compare the toolbars in the upper (default) and bottom (new) 3D View. The toolbar of the bottom does not contain the Tool properties pane (initial text: "Operator"), like the upper one.
This way you can miss it, while rearranging whole screen. Moreover, there is no way to bring it back! The only “workaround” is to use a derivate (splitted, joined, etc.) of the initial 3D View area.

The layout rules for button regions in Blender give preference to the tools region, the operator-redo will show when there's a enough space too.
A current issue is that the open/close icon for this is being drawn on the wrong location (see + icon on right side of 3d window). On creating of such a narrow 3d window, the redo region is being closed, and remains closed if you scale the window up.
If you switch an editor in blender to 3d window that's sufficient high, things go fine as default.
A better visualization of closed regions is high on our todo for long already, will be tackled before 2.59.
