x64 thumbnail handler not being installed in CMake builds

Description

At some point the CMake rules were changed so that the x64 Windows thumbnail handler was only installed in x64 builds. This is no good, as x86 builds can run on x64 Windows! I've fixed this and added a comment to prevent future problems.

Scons is not affected.
