If the camera is parented under something (like a null in the example provided), then the camera will drag everything in that hierarchy with it when you use the "lock camera to view" feature.
I've included a blend as an example. If you try to rotate the camera, you will see that the whole scene rotates with the camera. Removing the camera from the hierarchy will allow you rotate the camera again, but this is not an expected or desirable behavior.

This is useful behavior for "camera rigs" where the camera is not controlled directly but rather through parenting and constraints. It's enabled by default, but can be disabled in the user preferences with the "Camera Parent Lock" setting, under Interface.
