On some of my models my face normals (and to a lesser degree vertex normals as well) are flickering. It seems to be dependant on the camera position as they only shift color/flicker when either moving or rotating the camera.
My specs:
Windows 7 64-bit
ATI/AMD Radeon HD 6950 2GB
Blender 2.59 64-bit (same problem is occurring in at least as early Blender versions as 2.55 also 64-bit, haven't tried any other version)
If necessary I can upload one or more of my models with the problem.
I'm not sure what category to place it under, either Opengl or Interface I figured. Feel free to move it if appropriate.

Please always attach files which demonstrates problems. It helps a lot. Also, make sure you don't have overlapping faces, this can be reason of shading artifacts (it's not so clear from report how actually that flickering affects on models).
It doesn't really affect how the model looks or anything like that. It's just that if you're having problems with the normals and want to see the face/vertex normals it can be a bit annoying that the normals are changing colors (mostly from purple to cyan).

Hi, I cant see any problems, suspect this is a problem with OpenGL display.
Can you try the following...
- Change the View Clip Start/End to 1, 100 in the `View` Panel.
- Remove Modifiers
- Change Perspective / Ortho Modes (Numpad 5)
- Check if this depends on zoom level
- Check if this happens on another system.
- Change the View Clip Start/End to 1, 100 in the `View` Panel.
No change, it still flickers. However it might be worth noting that it starts flickering when I change the values as well.

It does that's what I mean with the placement of the camera (sorry if I was a little vague and thought I only mean the rendering camera).
- Check if this happens on another system.
I don't have access to another system right now, but I'll try tomorrow.
It's probably worth adding that this isn't the first time this has occurred, but it doesn't occur on every model either.
Some other things to test:
- See if this happens after applying rotation/scale (From Ctrl+A menu)
- Create a new scene with File -> Load Factory Settings, then append this object into the scene and see if the problem happens.
Definitely an opengl issue. Moving to opengl tracker now.
