This bug report does not contain enough information, the exact blender version that was tested, and the operating system and graphics card used. However, this problem may perhaps be solved by installing the latest graphics driver version (especially if this is an Intel graphics card).

I've investigated exactly the same issue some time ago and it wasn't intel card, but it was on linux. Using softwaregl helped that time, not sure if mesa drivers exists for windows.. It's definitely video card issue and you have to try to upgrade drivers to the very recent version. Also tests on other computers can be useful to get sure it's hardware issue. Problem in such kind of reports that we need a developer who can reproduce this issue on it's system..

thank you I just installed windows on my computer so probably it is now missing an update!
in addition I'm going to be testing the Old (2.59) which where working fine and see if that was a blender error or just a Intel...

Ok guys, about that black user prefrences, it was my bad.. I did some quick updates it's now working.... but something else, if you notice in the image there some icons, but no text in the blender ui.. in other words when I open a user preferences instance (or any other window duplicating) I get that ugly blender interface , but it return to the the normal state once I maximize the window or so (which I think blender redraw the whole things in this case)!
note : I'm using windows vista 32 bits, intel (the model dates from before 2009) , blender 2.60 official one ...
I've been having this problem since 2.59 (not before).. unfortunately I can't tell an exact number of revision when this happened but I first saw this in an official build (2.59.1)
sorry If I talk a lot , and if all my bug reports are about this intel's things, but I hope to soon buy an Nvidia a shut my hands :)

can you guys please fix that. I suggest you (if this is possible indeed) to make Blender redraw the whole interface after that the user preferences loads, and it seems that the operation happens in one second or less so it won't be (as I think) a big matter... finally please do what seems to you the best !

To work around when getting this type of buggy interface: don't open user preferences in new window, neither render to new window, nor duplicate any windows, nor rip out areas. Instead stay in one window and open user preferences for instance in 3dview (just select user preferences from editor menu).

This is most likely a driver-related error.

As Nathan told, it's most likely driver-related bug.We can't add fixes for all that kind of error. Moving to OpenGL tracker.
