CPU: Pentium Dual Core 3.20Ghz E5800
RAM: 3.37 Gb
GFX: Intel G41
OS: Win XP Professional Sp3 Ed. 2002 32bit
Blender: 2.60a 32bit

Blender crashes when trying to open User Preferences window from file menù.

Same problem with Blender 2.57b 32bit.

Most probably crash is caused by crappy driver in your system. Make sure you're using the very recent video driver.
It isn't much we can do with such kind of issues, moving to open gl tracker.
