It's totally lag of information in this report. Please follow bug report guidelines and provide exact steps of reproducing the issue, behavior you've got and behavior you're expecting. Also provide version of operation system and CPU.
From this short information i might guess that issue is related on video driver. Make sure you're using the very recent official drivers from ati site.
System: Windows XP sp3
Proz: AMD Athlon(tm) 64 3000+
Blender 2.49 works without problems. Drivers has put new from site ATI.

This does not help. We can only speculate.
It looks like it might be a path issue.
Try to copy the whole blender folder to C:\ or so, and start from there.
On second look, it does not look like an issue with missing scripts (3D View headers are there)
I suspect an OpenGL issue, your card is quite ancient.
You might want to download this archive graphicall.org/ftp/ideasman42/opengl32.zip unpack and place opengl32.dll to the same directory as blender.exe and try to use blender again. It'll switch blender to fully software mode.
Blender switched to use opengl much more intensive since 2.49 and this issue might be caused by crappy video card/video driver.
Also, would be interesting to know if it might be reproduced on other computers/systems.
Pretty much sure it's OpenGL issue, so moving to it's own tracker.
