I have a 64bit Windows 7 HP laptop but I have also tried the 32bit and it does the same.
When I choose "User Preferences" from the file menu I get "Blender has Stopped Working" and it will close.
It is the only problem I have found.

This sounds like an OpenGL issue. Make sure you're using the very recent video driver (check this on the side of videocard vendor). Also, having system-info.txt generated by Help -> System Info operator helps figuring out such kind of issues.
Another option to test if it's indeed OpenGL issue is to download graphicall.org/ftp/ideasman42/opengl32.zip and unpack opengl32.dll into the same folder as blender.exe and run blender. It will work with 32bit blender only, don't try this with 64bit blender.
As temporary workaround you can switch Editor Type to user preferences in the main window of blender.
