This small patch allows to copy utf-8 sequences between applications. It does the same thing as
http://projects.blender.org/tracker/index.php?func=detail&aid=29853&group_id=9&atid=127
but for windows.

Old behavior (i. e. before applying this patch):
1) юникод turns into СЋРЅРёРєРѕРґ while copying from blender to other application.
2) юникод turns into invalid utf-8 sequence and disappears while copying from other application to blender.
