VSE editor 'm' key partially not working

Description

The 'm' key shortcut, listed in the menu for the VSE, does not work for most of the VSE screen. It does work in a timeline, and if the mouse is very close to the bottom of the VSE (about half way down in 'channel 0' and lower). Control - M has the same problem.

Affects 2.61 and 2.62 RC.

M and Ctrl-M are used to edit markers near the bottom/scrollbar area of sequencer timeline views.

Not a bug but badly documented. Many NLEs make the time graticule active while the timeline with tracks is inactive. I have not seen a wiki entry to this effect. Strange that the Timeline window works the other way.
