When I hit user preferences a black box is shown with a signal not responding. I have to close the program. Blender v 2.62 on a windows Vista on a Compaq 6710b.

This reminds me some GPU dirver problems… What is your graphic card, and did you update to the latest driver?

It's likely a bug in the intel drivers that was fixed in the latest version, laptop manufacturers will often stick to old drivers from a few years ago. To really get the latest drivers you need to go to the Intel website:

Pretty much sure it's videodriver issue. If upgrading driver to the very recent version from intel's download center wouldn't help, there's another way to check if it's indeed opengl issue:
- download opengl32.dll from http://download.blender.org/ftp/incoming/softwaregl/ (depending on bitness of your OS choose win32 or win64)
- place this .dll near the blender.exe
- launch blender.exe and try to open user preferences again (blender will be slow because it'll be switched to fully software mode, that's ok)
