on Vista 32 bits windows
it looks like the colorpicker cannot get the color from the screen!
i tried with 44917 and some other older SVN
and color picker seems not to work
the only color i get is black does not matter what the opaacity is

Please always tell us your system specs, what GPU do you have?
I can't confirm the issue here on Win 7 x64, with SVN 44970. (nvidia GPU)
This might also depend on FSAA. Makse sure driver doesn't override blender's AA settings.

FSAA is a setting that can be enabled in some graphics card settings, to enforce applications to be antialiased. For Intel cards it seems unlike this is enabled though.
Maybe a silly question, but are you picking a color inside the Blender window? Picking colors outside of that, in other applications is not supported.
yes i had an object a cube with many color and tried to pick one color from this cube to use on another cube inside main blender viewport
and it's stange it always gives a black color
mind you i think i'v never been able to make it work even in 2.49
so may be it is related to the G31/G33 chipsets from intel!
do you have a machine like on which you could test this
i' ask in forum to see if anyone has this machine and make a test !

before on Blender 2.49
i had problems with Drivers
B box did not appear in viewport
Knife tool did not work
color picker did not work
Now on 2.63
color picker does not work
Problem seems to be with Window color management
Window aero does not allow color picker to work
window basic seems to allow color pciker to work
so it is either a problem with
Window Aero
or Blender video Driver for 2.63

Apperently no problems on other chipsets, works for with Aero enabled:

However, on another notebook Blender was insanely slow with Aero enabled, but ran well with "desktop composition" disabled (compatibility tab of blender.exe).
To fix your color picker, you should try this compatibility feature to, which will switch to Aero basic theme when you start Blender (and change back to normal Aero when closed)
Also ensuring you're using the very recent drivers from intel's download center could help.
Also try downloading opengl32.dll from http://download.blender.org/ftp/incoming/softwaregl/ and put it near the blender.exe and try if blender now picks color fine. (it will switch blender to software rendering and it shouldn't be affected by drivers crappiness).
But this sounds like issue with your driver. Moving to OpenGL tracker.
well i check with other peoples and i have the latest driver from intel
now what is this opengl32.dll
and in which folder do you install this ?
right now i''m local SVN
so do i install this where the blender.exe is located may be ?
or does it have to be installed in the windows folder on main C drive ?

i tried the opengl32 dll
put it in the same folder then the blender.exe folder for SVN
and in effect the color picker can work with aero
but i get a round red circle in middle of viewport and blender is sluggish
much more slower then without it !
so not really a good solution it's too slow!
is that normal ?

Yes, because it uses Software OpenGL and thereofre is not GPU accelerated. But this way we know this is a Bug with your intel Chip/driver.
We can't do anything about it from our side!
i would say more a bug with windows aero or driver
cause if i go into window basic color management it works fast
and color picker works fine
but not with aero !
so not certain if it is aero or driver !
anyway this is not a major feature
and eveything else seem ok
so until i get a new 64 bits machine
i can live with it
no problems
