Since nobody complained about this on the mailing list, I've altered the factory default startup.blend to be maximised. This makes it much more likely that users will appreciate Blender's new ability to save and restore window states.

I've also cleaned up a couple of problems that crop up when maximising the current startup.blend. The Info area now sticks to the top of the screen, and the Timeline is no longer unnecessarily tall.
