I've just been infomed by another local friend, who met the similar problem. He just open the blend file normally as usual, by loading from "File -> Open" menu. Confirmed myself with 45317, win7 64bit. FYI. Thank you.

I'm afraid that it might be corrupt UTF with illegal symbols when you drag.

Can you
right click blender shortcut
Properties->Shortcut
Target: change "***/blender.exe" to "***/blender.exe -d"
Drag the same file onto shortcut
In blender:
Help->Toggle System Console
Right click on title bar of console
Edit->Mark
Select
Enter (will copy)
And paste the output here

PS: The File path here seems quite strange, the foler name in console shows "D:\鏂板缓鏂囦欢澶筡jump to cut test.blend". However, I bet the correct and "readable" one should be "D:\新建文件夹\jump to cut test.blend".

Sorry for very late confirmation on this, Dingto. I'm afraid such issue stil exists with 2.64 rc2.
