Either osx 10.5 has not the right stdlib ( version ) as i linked or the 10.5 deployment fails at some point.
Attched is a testbuild same as 2.63 rc1 but with only static stdlib from gcc 4.6.3.

Still won't launch. I also tried relaunching and reset then relaunch.

o.k., i see thats due compiling with gnu compiler ( for having intact openMP ) which seems not to behave like apple compiler.
I must compile next builds again with former configuration.

To test again if i can do 10.5 builds on Lion, i made a new testbuild with apple compiler.
In theory, this should now work but has no openMP enabled.
I this works, it would spare me a lot of time always rebooting into SnowLeo for this.

I will go back to former state and must compile on 10.6 against 10.5 sdk like all releases where done.
Pity, something must be special here.

I guess this can be closed now, assuming 2.63 release was built in the way that it worked before.
Yes, you can close it. 2.63 release seems to be working fine. . . except for some issues in the video sequencer that others have reported.
