Changing the pitch of an audio strip should makes the audio playback more slowly.
But when I ramp the effect from 1.00 to 0.50 the audio start frame seems to change, depending on the audio strip's start frame. Or where the head of the strip is trimmed to.
If audio strip is un trimmed (starts at the start), pitch change works correctly.
If audio strip is trimmed (starts later), pitch change slows audio playback arbitrarily.
I have pressed refresh sequencer button and update animation cache (in scene tab).
The audio is from a Canon 550D h264 .mov

Please note, that seeking of audio with animated pitch is impossible to calculate correctly, so you always have to seek to the beginning of a strip to get correct playback.
However you were right that there was a bug so that it didn't work if you did above, I fixed it in revision 46304. Thanks for reporting!
Last but not least: the update sequencer button doesn't refresh the audio animation stuff, you have to use the "Update animation cache" button which you find in the properties window -> Scene -> Audio
