the sequencer shows a blank (white) image when showing any kind of image data (like pictures or videos), it is not the same as #20567, because i can grab to move and zoom the preview, it just shows all white, even when a proxy is generated, and also with all kind of preview types (chroma, histogram, etc...), blender also slows down alot when the current playback is at any image/video sequence, the audio can be heard and the render works fine, the problem is just the preview
This isn't happening in blender 2.49 but it does happen in blender 2.59 and 2.63a

Looks like the issue is that image is stored in a location with non-ascii characters. Can you please check if preview works fine in cases when image's path is ascii characters only?
Also, is it only preview issue? Like does image appear if you're rendeing? In that case it might be cases by video driver issue which might not deal well with stuff like offscreen buffers. In that case you'll want to go to intel's download center and check for updates.
I think this is an issue with non-power-of-two textures. It also seems that this is using Microsoft software OpenGL, which is very old, the Intel drivers should support more.
