Not sure this is a bug or simply a limit of the vector blur, btw I'm posting it just in case:
The outline of the moving object is jagged (pixeled?) by the vector blur, see the attached image (and blend).

You should either render sky on a separate layer or enable FSA.

Btw, I attached a new image showing that, with "Full Sample" enabled, the render is correct in the render output but still jagged in the viewer.

When compositor is calculating image for interactive interaction it's not doing FSA filtering and only using single buffer for all calculations, that's why viewer node is still looking crappy. In theory compositor could do FSA too, but it'll make calculation several times slower.
