When I press Numpad / key to change the view from global to local, and press F12 to render the scene and I will get the local object render only. But if I press F12 one more time, the render will not just render the local view but also include the global scene.
Please check the attached blend file, I already put the monkey in local view. Just press F12 you will see the result only show monkey. But if you press F12 one more time, the local view limit will dismiss and render the global scene where you will see a cube there.

Local view is a viewport setting. You could have several 3d viewports some of which are not in local view and when you start rendering local view setting is used from active 3d viewport. When you hit F12 second time you're in image editor, which doesn't know about local view settings from 3d viewport which leads to behavior you're describing.
This was already discussed couple of times in IRC and even in this tracker, but this is not considered a bug. Thanks for the report, but closing it now.
