Armatures created from skin modifier have wrong bone envelope values

Description

On armatures created from skin modifier both bone envelope settings are set to zero on all bones.
Since the "bone envelopes" checkbox is off on the armature modifier skin modifier creates this serves no purpose, but makes using the envelopes difficult.
Default armature has envelope distance at 0.250 and weight at 1.000.

tested on 2.64 RC1

To clarify a bit, the envelope settings are found in bone buttons, deform panel in edit and pose modes.
