Works fine here. Does it happen with any video type? Which graphics card you're using? And are you using official builds from blender.org or blender from your distro repository?
It is not sufficient to mention you have problems, this tracker is for reports on situations other people can redo.
Spend some time on creating the smallest and simplest case that shows the error, and attach that here as a zip.
I've ask to another blender user, he is on kubuntu 12.04 and don't work too.
I think that what I've explain is sufficient to reproduce the "bug".

I've test with my own build; I've also test with official blender 2.66a from blender.org, and the other user too.

But it work normaly with scene, image, image sequences without any proxy build.
I wouldn't know why it works for image sequences, probably it's generating proxied resolution on-fly without saving it to disk. But this is rather a side-effect, it's not how proxies are currently designed to work.
To build proxies, select all strips you want to build proxies for, then in menu go to Strip -> Rebuild Proxy and Timecode Indices.
As i understand it's not a bug after all, just misusage of proxies. Will mark report as closed now.
