I opened up a file I'd done in 2.49b that uses hair on a mesh figure. The hair is not in the correct position on the figure, it is in the rest position. Looks fine in 2.49b.

Move the armature modifier before the particle system modifier, to work around the problem.
We provide some compatibility with 2.49 but we really can't do this exactly, the particle system and modifiers have changed a lot since then, you just have to tweak some things like this manually.
