Short description of error
I tried to activate the option Region Overlap on the user preferences. Nothing happened, the panels keep the usual behavior.

Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps

Eh, this actually only works with the 'Triple Buffers' draw method (in same user preferences, System tab), as stated by the tooltip of the option. Thanks for the report, but not a bug, a mere internal limitation.
