usually this sort of thing is usually an ati driver bug, can you check with Mesa if the problem persists?

Yes, the driver refuses to to use glScisssor for a glClear, a common error in bad driver implementations... seen it a lot, but also have seen it solved once the driver code matures. :)
Contact the creators of the drivers with this info?

This is a generic request to test your bug report and see if it is still an issue in 2.5alpha2 if so please let me know by making a comment in this report ie 'also in 2.5alpha2' and I will add it to the 2.5 bug list.
