Blender Version
This bug has been here since 2.60

Short description of error
After some work in Blender, Z and Y replace each other, for example i have to press Y to move around Z-axis, or CTRL+Y to undo. My guess was that this have to do something with qwertz/y, i have qwertz keyboard. Sometimes i get this bug after 3 hours and sometimes after just 10 minutes of work.
Back in 2.60 i was instructed to change window draw method to "full", and that would temporary fix the problem. I thought it has to do something with my pc, but i changed 2 pc's and i found same bug on every one,

Exact steps for others to reproduce the error
If you worked +5 hours in Blender you would noticed this bug.

Very likely you're (acciently) pressing Alt+Shift, which is the default combination to switch keyboard scheme. Is this possible or can you exclude this?

We really need to know steps of reproducing the issue, we obviously can't spend 5 hours trying to reproduce the issue.. And as was already mentioned, do you have alternative layouts configured?

Anyway, we currently don't have Ghost maintainer on windows platform and supporting non-qwerty keyboards is the old TODO item: http://wiki.blender.org/index.php/Dev:2.5/Source/Development/Todo/UserInterface#Support_Keyboard_layouts

So thanks for the report, but closing as TODO now.

omg, willi was right, i was pressing Alt+Shift which switch to another keyboard layout. Never thought that there would be shortcut for that (who change layout so often?). Also when in Mesh, Alt+Shift+RMB is something used often, and probably that's where i accidentally switching to another keyboard layout.
