I know its not the latest Version but I want to report this bug anyway because I don't use always the latest version of Blender and I am sorry if this bug is known and already fixed,

Short description of error
Titel says pretty much everything. I don't know what causes the bug, it even took me some weeks to realize what is happening, first I thought the undo function is broken (CTRL+Z).
It happens randomly after a few minutes or hours. A restart reset the keyboard layout but in the last few days this happens very often.
It is indeed a blender bug because my keyboard layout don't change in Windows or other applications.

Well thats odd...

I just "tested" it again. (I just used blender a short time)
The keyboard Layout on my OS (Win7) changed somehow to QWERTY (English), but only in Blender, If I klick in any other application it immediately change back to QWERTZ (German).
I must have triggered somehow a fuction which I don't know. I mostly used Edge Loop Selection (ALT + RMB) and Shift but I have no idea what happend :/

I recall windows has this really annoying behavior of switching language per application in some mysterious way ... Don't know any details really, but this may not be a Blender bug at all.

This is just windows itself, the language key is easy to hit by accident. closing

I searched about a windows shortcut in google yesterday but I couldn't find it.

In case somebody will ever need this, on Win7 it's hidden in:
Clock, Language, and Region -> Region and Language -> Keyboard and Language (3rd Tab) -> change Keyboard -> Advanced Keyboard Settings
(hopefully transation is correct, words may be arranged differently)
