The function SHGetFolderPath exist since windows 2000, for win98 user Blender crash.

I try to make a patch to have the 2 special directory without using SHGetFolderPath, on my WinXP it works, for the moment I don't have feedback of win98 user, I post on testing forum : http://blender.org/forum/viewtopic.php?p=52138#52138

For moment I don't know if the patch works under win98.
