Based on a (as simple as possible) attached .blend file with minimum amount of steps
Open default scene, select Cycles Render, enable OSL, click Render.

Please try with starting Blender from console with factory settings (--factory-startup option). And please report any message from the console.

Please do *not* push this report any further! We are aware of it and will fix it once we find a solution. Pushing this will not solve it any faster!

Tried today. Perhaps it will help You. If you unpack the Blender in the root of the C drive, everything works. Hence the problem in the support Cyrillic characters in file paths.
