Short description of error
There seem to be two "instances" of Blender: one is the launcher, and the other is the application itself. When you pin the launcher icon (one from the start menu program list) to the taskbar, it does have the recent file jump list, but if you click on it, it creates a new running task icon. If you pin that running icon instead, it works properly on click, but lacks the jump list.

Well, it might be not so easy to solve, but will double check.

Tried couple of things, but all of them still behaves a bit doggy.

I would say, once the stupidness of msvc compiler is fixed, we'll just get rid of the launcher application, and the taskbar issue would be solved.

The reason we've got this launcher is because of the changes made in msvc compiler which made OpenMP (which we use in several places) to be just slow unless you do special tricks with environment variables. And it's not possible to modify environment variables within a single process. That's why we ended up using the launcher. Not perfect, but at least makes Blender as fast as it's possible.

I wouldn't mind if someone steps in with some better solution, but wouldn't consider it's a huge stopper, and consider it a TODO. Thanks for the report anyway!
