Short description of error
Depending on how you select the the two strips before you add the cross effect strip, it will change the order in which they are played.
Exact steps for others to reproduce the error

  1. Add two image strips with a space between them
  2. Select the second strip
  3. Select the first strip
  4. Add a cross effect strip
  5. Watch the animation

Thanks for the report, but this is a feature, not a bug - cross from first selected strip to second one. Note you can easily swap both inputs (select cross strip, Strip menu -> Sequencer Swap Data).
