Short description of error

The render output allows values like 1000% which should be limited to 100% this was a problem because i did not mean to type another 0 and ended up crashing blender

Exact steps for others to reproduce the error
Open blender
type 1000 into the render size percentage

It is done on purpose that you can render higher percentage. Simplest usecase is when you're working on 4K version of your CG movie after you finished it in 2K. In this case you just bump the scale to 200%. There are also other cases when you might want to go much higher in percentage.

So thanks for the report, but just don't try to render with such a resolution if you don't have enough ram.
