Exact steps for others to reproduce the error
This may just be "the way Blender works" so please consider this a feature request if that's the case.
Select at least 2 objects
Group them
Select group in outliner
Translation in viewport correctly affects the "parent" group node (as if the "Group" is in fact a "node" that has a separate matrix associated with it).
However, entering a translation in the properties panel only affects the "active" object - not the parent group node as one would expect based on the viewport behavior.

Yeah, you never translate a group, only its objects - when you select a group (either in outliner or by other way) all its objects get selected, so they all get translated with transform operators, while transform panel always only affect active object.

Thanks for the report, but not a bug (and feature requests are not allowed on the tracker).
