Blender Version
Broken: 2.74 RC2

Short description of error
While drawing with grease pencil and "Continuous drawing" enable the mouse cursor represents a brush, but the cursors resets to the arrow after scrolling with middle mouse button on another panel.

Exact steps for others to reproduce the error

  1. In 3D vieport, go to "Grease Pencil" in "tools shelf".
  2. Activate "Continuous drawing" and press the "draw" button, draw something (the cursor should becom a brush).
  3. Go to any other panel/window of blender, like "outliner" or "properties".
  4. Scroll holding down the middle mouse button (not scrolling with the wheel).
  5. The cursor turns back as an arrow but it is possible to keep drawing.

Not a big deal, can be confusing because blender is still in "drawing mode" but the cursor does not represent such state.

Was this an issue in earlier releases too?

Checking...
And yes, at least in 2.73a and 2.72b official release.

Recently started playing with grease pencil and stumbled on this.

Right, good to know that this won't be due to anything of the changes for 2.74, and so isn't a blocking issue for that release :)

Assigning to self to investigate along with a few other minor issues like this.

Tested on a windows 7 64bits environment, blender versions 2.42b, 2.73a and 2.74 RC2. All official release.

And the same thing happens, looks like it is not a system only or driver specific bug.
