Short description of error - I cant seem to load ".blend" files from my browser , On the previous release double clicking the file opened blender with the applicable file open , On the current release blender starts to open and then closes again , There is no "quit.blend" file left in the Win 7 "Temp" folder.

Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps

I have a second hard drive installed which contains my .blend files , I browse to location and double click on chosen file , blender starts to load and then flashes and closes. The files open normally from within blenders browser window when running.
