Browser panel needs better default height

Short description of error
The default T panel for many source browsers looks fine, such as those for Open, Save, Font Browse, etc). However, when it comes to add-ons install browser, the lowerright panel needs to be lower down a bit manually by default, in order to choose the directory conveniently, because it took so much space which doesn't seem to be quite neccessary. So, either lower it down by default, or enlarge the User Preference window a bit by default?

Exact steps for others to reproduce the error
Open User Preferences window, open the add-ons intall browser by pressing "Install from Files...".

P.S. I know, this is more a usability issue rather than an annoying bug, but really hope it can be improved. BTW, currently it cannot be solved by saving default settings. Thanks.

Just found someone mentioned the same thing a while ago at StackExchange here. BTW, unlike 2.74, I see 2.73 looks fine.

Thanks for the report, but this is due to the fact operator panel is now in its own area (like for 3DViews eg.). There is no good way to set those area's default height currently, so this is more like a TODO. UI glitch anyway, no bug.
