Inconsistent/wrong frame range display in timeline and VSE windows

Short description of error
It seems there is still no agreement about how to display a scene's frame range. It changes forth and back now and then.

2.74 official: time line window correct, VSE incorrect

2.75 build 42314b3: both incorrect

Exact steps for others to reproduce the error
Start Blender and set start frame=0, end frame=9. These are 10 frames. The movie covers 10 full frames, not 9 frames. The UI should reflect this. In 2.74 official, the time line window displays it correctly whereas the VSE does not. In 2.75 build 42314b3 it's incorrect in both windows.

I would agree except that when animating with Alt-A, we get nice indication of limits in the timeline. So I'd say revert the sequencer and leave the timeline as is.

Thanks for the quick fix regarding the sequencer.

As to the timeline window, I disagree because the colored hilighting of the frame range should be consistent in both windows. In the timeline, regarding Alt+A, the animation does not stop when the last frame has been reached but it still continues for the duration of one frame, so the hilighting in the timeline window should be fixed by +1 frame, too. And, for example, if you would set the start frame and end frame to the same value, nothing would be highlighted, which indicates a zero duration. This is not true as it's correctly one (frame). Pressing the E key, the marker (the green line) never marked the end of the frame range, it always marked the beginning of the last frame, so this would be consistent, too.

(Once I already suggested to draw a green rectangle enclosing the current frame instead of a vertical line. If this is a user option, maybe per window type, everyone should be satisifed. This is not directly a hilighting issue, but being able to switch to the one or the other can simply makes things clear depending on the current task, as sometimes the point in time is of interest whereas sometimes we are referring to a whole frame.)
