Short description of error
It seems the VSE mask modifier uses "local time" for mask animation, which causes "delay" in attached case.

Exact steps for others to reproduce the error
Please see attachment, to compare it between 2.75 and 2.74. Thanks.

Thanks for the report, but this was intentional change. Was missing from the release notes, now added (http://wiki.blender.org/index.php/Dev:Ref/Release_Notes/2.75/Sequencer#Misc).

Ah, cool, though I think it would be better to add it as an option to the modifier, sometimes we do need global masking for multiple strips. :)
