Short description of error
Snapping to vertices with the Ruler and Protractor tool is not controlled\accurate\precise. Can snapping please be improved for this tool?

Exact steps for others to reproduce the error
Activate Ruler and Protractor tool and hold Ctrl to activate snapping, attempt to snap precisely to vertices. Snapping to vertices is not precise and allows for too much leniency\movement. Snapping should be solid and have a strong attraction to elements for precision. Please let me know if this is only user error and how to adjust the snapping behavior to optimize for precision.
