True displacement is not working for me. when i use subdivision it appears looses its uv map from a visual POV

Exact steps for others to reproduce the error

True displacement still has several limitations and issues which are to be addressed still. Thanks for the report, but wouldn't consider it a bug currently, it's more a TODO.
