Blender Version
blender 2.75 and NEW DEPENDENCY GRAPH

Short description of error
When you add a limit scale constraint from 0 to 1, the scale is from -1 to 1.
Limit location works well.

Exact steps for others to reproduce the error
Add a cube
Add a limit scale constraint from 0 to 1
Scale under 0 value

Thanks for the report, but this is known limitation of our current constraint system - it only has access to matrices, from which you cannot correctly extract negative scaling. So it only checks for absolute scale values.
